United States President Bill Clinton makes a statement prior to vetoing the Republican's 792 billion dollar tax cut on September 23, 1999.  He called on Congress to approve "tax relief we can afford" by the end of the year.  Clinton rejected the tax bill because it would "turn us back to the failed policies of the past".
